Gulliver's God

On the island of Lilliput, the king's men interrogated Gulliver about the items he had on him. The lilliputians were very confused about one in perticular. Once they gathered all the data, they told the king, "It seemed to be a massive engine that seems to serve no purpose, but it makes a strange but constant sound and it has two appendages that move in a circular motion. The giant told us that it told what to do at every time of the day, and he couldn't do anything without consulting it first. All that we can conclude is that it is his god."
What is it really?
