All I can think of is that the other person has no money in the first guy's pocket, but the 2nd guy has more money. Although that wouldn't answer the 2nd part

If you say 'my pocket' meaning "I have more money in my pocket than money you have in my pocket" then they are lying and you have more money in your pocket assuming there is money in your pocket.
